Leonard Bucklin self-limits his service as a testifying expert witness on attorney fees to Texas and 15 other mid-continent states (Texas and Arizona,  Colorado, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Utah, and Wyoming).


Although Bucklin has worked with attorneys in 34 states, and is considered a national expert on the subject of attorney fees, he now self-limits his time expenditures to work in these 16 core mid-continent states. These states are in the 8th, 9th, and 10th Federal Circuits, plus Texas (5th Cir), which has almost enough judicial work to be a federal circuit in itself.

At the southern edge of the country, in Texas, Bucklin has been continuously licensed to practice law since 1992, and many of those years has been a member of the The College of the State Bar of Texas. This is important if you are looking for an expert opinion and subsequent testimony regarding attorney fees in Texas. Texas has unique state procedural and substantive law, including either party having the right to request a jury trial to determine the amount of a reasonable attorney fee.

Bucklin is admitted to the bars of the state court of Texas and two federal districts, as well as being a member of the Corpus Christi Bar Association. He  is a member of the Litigation Section of the State Bar of Texas.

The Texas Supreme Court established the State Bar College in 1981, to annually recognize the best trained attorneys in Texas. Requiring double the CLE hours the state requires for annual licensure, College membership carries with it the ability to present accredited CLE programs for Texas attorneys. Bucklin often maintains membership in the State Bar College, to be an accredited CLE instructor in Texas.

At the northern edge of the country, in North Dakota, Bucklin has been continuously licensed to practice law for over 40 years, and started a trial firm with a multi-state practice (MN, ND, MT, WY and SD) with the motto" For serious cases in the Upper Prairie States." He was for 15 years a member of the Advisory Committee on Trial Procedure to the North Dakota Supreme Court and is an an author of Civil Practice of North Dakota, which has been cited in North Dakota Supreme Court opinions.

Bucklin's base of operations as an expert witness is in Arizona.

The 16 mid-continent states of Bucklin's area do not require an attorney expert to have a license to practice law in that state to testify in court as an expert witness about legal malpractice or legal insurance coverage or legal fees. See discussion here, and also specific state-specific case law here. The determinative question is whether the expert is qualified by training and experience to help the court or jury, not whether he holds a license from the state.
